I would first recommend checking out the database SIRS Issues Researcher. While it does not contain peer reviewed articles, it does present articles from a debate standpoint as in issues that are controversial in nature/have a pro versus con side. If you do a search of distracted driving, you should retrieve results on the topic as this is an issue that SIRS has identified as a Leading Issue. This means that they've pooled the resources together for you all on one page.
To access SIRS simply launch the library, click on the Find Articles button (directly beneath the Quick Search box), then scroll down to the letter S section and click on the link for SIRS Issues Reseacher.
Other databases I would recommend examining are ProQuest Central & Research Library (both accessible on the Find Articles and More page of the library). Once you select a database you can search for articles using key terms like:
