I am having trouble locating documents on consumer debt related to interst rates past and present.

Try databases like Business Source Elite and ABI/INFORM Complete. To access these databases, on the library homepage, click on FIND NOW under Find Articles. On the Find Articles & More page, scroll through the alphabetical list to access these databases.

Both of these databases allow you to limit to full text and peer reviewed articles (if needed).  

Another database to use is SIRS Issues Researcher (though you cannot limit to peer reviewed articles here).

Keywords to use in your searches may be:

"consumer debt" AND "interest rates" 

"consumer credit" AND "interest rates"
