Hi John,

In looking at your question, I am wondering if I need to rephrase it to answer it.

The NTSB is empowered to investigate air crashes and to issue safety recommendations.  It cannot issue regulations.

You can find much information about the US government's standards for air safety from the web page of the Federal Aviation Administration devoted to Regulations and Policies, http://www.faa.gov/regulations_policies/
