reports of illness and birth defects around toxic waste
Answer
Sorry this response is so late, your question was skipped by mistake!
I would suggest searching in ProQuest Central directly, which gives you more options to search (go to the Find Articles page and click on ProQuest Central). Go to the Advanced Search page for lots of options. A copy of the test search with some possible subject terms is
(litigation OR lawsuit OR tort) AND su(("health hazards" OR "chemical contaminants" OR Toxicity OR contamination))
(That means that I want any of the first three terms (the capitalized OR is important), which have to do with lawsuits/legal procedings, and also any of the next 4 topics, which are listed as actual Subject terms for the articles - the "meat" of the articles). The Advanced search page gives you the ability to limit to full text articles, and peer reviewed ("cream of the crop") and further down you can limit to the years you need by changing the Date range pull down to After This Date which gives you the options to put in a year (I left "any month" and "any day" and just typed in 2007). I found 162 results, which you could sift through. (Narrowing by only in the United States is tricky, because not all articles will say specifically "United States," they may say New York or Nevada or New Orleans, etc. so it might be easier to just sift through the result list).
Hope this helps!
