Frequently "public management" is used instead of "business administration" when discussing management in the public sectors such as government. So that's why my seach suggestions do not use "business administration". If I have misunderstood your question please let me know. 

Click on the ProQuest Central link. You'll see a basic search bar. Enter your key word or key phrase such as "public management" (use quotation marks when you enter a phrase). If you choose Advanced Search you can build more precise searches such as:

"public management" AND "government management"

"public administration" AND government mangement"

Use quotation marks as seen here and click Full Text. You can also check off Peer Reviewed if needed.
