Here are some criteria you should keep in mind when evaluating a site:

• Who is the Author?  Look for the "About" page, What are the credentials? Who is this?
• Is there an email or contact information? Can you contact the author of the website? If you had a question for them, wanted to confirm the facts, who would you contact?
• What is the Purpose? Why was the page created? Who is the audience?  Does it support scholarly research?
• How Current is it? Was it updated recently?  Do the links work?  Is the information outdated?
• Objectivity? Is the information biased?  Is there a conflict of interest?  Are the facts accurate?
• When was the last date the website was updated?  In today's technology and changing times, websites are generally updated or managed on a regular basis.
• Check the URL - Look at the Domain: What type of domain is it? These are often very useful
   .gov (government); .edu (educational) ; .org (non-profit) ; .com  - anybody can buy a .com, it doesn't mean it can't be trusted, just be critical (is it a reputable author or company?)  In this case, the majority, if not all, of the essay writing websites will be a .com.

For the website you mention, http://www.onlinecustompaperwriting.co, I would be hesitant to use their services.  I cannot find any contact information on the website, the "Order Now" page does not give any direction on how to order, and the copyright shows 2015.  There is a possiblity the website has not been updated since then or the business no longer in operation.
